This post will be updated with the latest El Paseo and CostCo project information.
Costco Update:
The comment period for the draft Environmental Impact Report (DEIR) for this proposed new Costco warehouse in Westgate West has now closed.
As part of the regular environmental review process, staff will examine the comments provided on the DEIR and will release answers to all timely filed comments. Staff are currently in the process of this review of comments. The next expected step in this process is the finalization of the environmental review documents, followed by a Planning Commission hearing, and a City Council hearing. There are no firm dates for these next steps.
Readers can find out more at the City Planning Department’s Westgate West Costco Project Page, and from Costco at Costco’s Westgate West Project Page. If you have questions, send them to my office at district1@sanjoseca.gov.

El Paseo Update:
Late in 2023, the city approved a new plan for El Paseo building 3 to change from 11 stories with 206 residences to a single story without residences and housing a Whole Foods only. In late November, the developer submitted additional new plans for other buildings. The project number of overall residences is proposed to remain the same. Buildings 1 & 2 on the El Paseo site have increased by about one story each, within the 2022 city approved height limits. One of the buildings on the Saratoga site is proposed to be a senior assisted living facility with the proposed size dropping from 12 stories to 7 stories. The plans for the remaining building on the Saratoga site have not been provided. The City and the developer, Sand Hill Property Company, will schedule a community meeting to share information and obtain feedback.
